This excerpt from the NFCA Floor Covering Reference Manual is useful for removing the ambiguity around who should protect newly installed floor coverings: *Installed flooring shall be protected with heavy Kraft-paper or other suitable covering as recommended by the floor covering manufacturer. Do not use non-breathable sheet or film that could cause condensation to form. This covering must be maintained throughout the remainder of the construction period. Installing resilient flooring prematurely before other trades have completed their work or in the presence of personnel not essential to the installation of resilient flooring often results in visible damage, soiling, adhesive failure, delamination, and dimensional instability. These conditions may not be immediately evident. unless otherwise permitted, the installation of resilient flooring should not begin until the work of all other trades has been completed and the area is cleared of all obstacles, movable objects etc., and on-site worker traffic. When NFCA Floor Covering Reference Manual is specified, clear guide lines and assignment of responsibilities are included for the work. One such item is floor preparation, the relevant section 'PART A13 Patching and Filling' which states, ‘All substrate surfaces to receive resilient flooring, carpet, hardwood, laminate, and other flooring types noted within this manual shall meet minimum NFCA and flooring material manufacturer’s written requirements. The flooring contractor shall be responsible only for minor substrate preparation that includes filling of small chips and dents, removal of minor protrusions and vacuuming of an otherwise acceptable surface in accordance with NFCA requirements and/or as defined by local trade jurisdiction. General Contractor or Owner shall include for the additional substrate preparation work (shotblasting, grinding, levelling, skim coating, crack filling etc.) as required to meet NFCA and manufacturer requirements. The overall responsibility for the provision of acceptable substrate and surface conditions is that of the General Contractor'. Floor covering specific, pre-installation site meetings are an NFCA (National Floor Covering Association) specification requirement. They come as part of NFCA's Quality Assurance Program (QAP), third party inspection service. On the agenda - storage/acclimation requirements, sub-floor flatness and surface preparation, testing requirements (type of tests, provision of results, who performs them and who pays for them), trade qualifications, scheduling, the role of the inspector, number and timing of inspection reports. The NFCA specification helps all parties in the construction process work together to plan for and navigate the many challenges of installing floor coverings successfully. It can't be overstated. Remove the word 'smooth' from the specifications when describing acceptable concrete surfaces for toppings and or floor coverings, and replace with 'Provide a Concrete Surface Profile (CSP) of 3 prior placement of Hydraulic Cement Underlayment (HCU) or 2 prior to installation of floor coverings, or as required by the manufacturer of the scheduled topping or floor covering'. Power Trowels have their place but must be managed so that they don't over do it! Overdoing it creates a multitude of problems including an overly smooth dense surface which prevents moisture vapour from escaping and significantly slows the concrete dry time. Timely, accurate and unbiased information is the way to avoid many problems in construction. Floor covering specific, pre-installation site meetings are an important and under-utilized aspect of a build/renovation in both residential and commercial construction. Site conditions such as temperature, relative humidity, sub-floor moisture and sub-floor flatness requirements, product installation guidelines and who is responsible for what in the process, are just a few of the items on an NFCA inspection agenda. With timely, accurate unbiased information, the entire construction team understands the product and installation needs well in advance and can therefore plan solutions together. This helps to overcome the inevitable challenges while maintaining the goals of meeting deadlines, leaving warranties in place and satisfying clients. Resilient (vinyl, rubber, linoleuem etc.) flooring over wood sub-floors - most floor covering manufacturers do not approve of the use of a particle board, Oriented Strand Board (OSB), Particle (chip) board or hardboard type underlayment, with the exception of those types rated as "Flooring Underlayment Grade". Wood underlayment products can contain a variety of ingredients such as wax, urea-formaldehyde and isocyanate based adhesives that can cause issues. For this reason, the NFCA Floor Covering Reference Manual states that underlayment panels shall be designated "Underlayment Grade" and be warranted by the panel manufacturer for use under the specified flooring. Underlayment panels shall be free of internal voids, knot holes, splits or cracks and be complete with an upper surface that is sufficiently dense and smooth so that surface grain or texture will not be telegraphed to the surface of any newly installed resilient flooring. Compatibility between underlayment’s, floor covering products and adhesives should be confirmed prior to floor covering installation to avoid issues. #flooring #projectmanagement #construction #architecture

Slip Resistant (Safety) Flooring: This is a general term used to describe a line of slip resistant resilient flooring that is predominantly used in interior areas where slips and falls are more likely to occur. Slip resistant flooring may be composed of polyvinyl chloride (PVC) with plasticizers, colour pigments, stabilizers, fillers, and slip resistant components or synthetic or virgin rubber and is typically available in sheet form with tile also available from some manufacturers. Incorrect maintenance of new and existing floor coverings is a major cause of flooring issues for building owners and construction teams. Janitorial / cleaning services must be clearly managed when introducing new floor covering maintenance programs. Handing over the correct manufacturer’s maintenance instructions is one requirement, reviewing the process and the do’s and don’ts unique to each product is another. Just assuming that cleaning instructions will be read and strictly followed is a risk that can cost dearly. The surface must be clean. There are many surface contaminants that can transfer from the sub-floor surface, up through new resilient floor coverings causing significant discolouration. This is an issue that is not covered by manufacturer’s warranty. This is also an issue that will effect both heterogeneous (multi layered) and homogenous (single layer) floor covering types. Paint, oils, construction adhesives, adhesive removers, solvents, moisture, alkalinity, mold and even everyday permanent markers can bleed up through the flooring system eventually marking the face of the floor covering. Markings left behind on the concrete slab by other trades should be mechanically removed prior to floor covering installation or application of topping (patching) materials (Hydraulic Cement Underlayment). Some contaminants may penetrate the slab deep enough remaining beneath the surface, only to reappear again after initial removal. The NFCA commercial floor inspection review service, Quality Assurance program (QAP), helps ensure that important site conditions exist before installation proceeds and that bondable contractors and qualified installers are on the job. Addressing floor flatness (surface waviness) well in advance of a floor covering installation is important for a number of reasons - reducing trip hazards, the stability of rolling loads, ease of installation, strength of seams, premature wear and tear from janitorial machines and visual appeal of the finished product. Industry standards call for 3/16” over 10' for concrete slab on grade and 1/8” over 10' for suspended slabs or in accordance with the floor covering manufacturers’ installation guidelines. Slab flatness is usually achievable if budgeted and planned for in advance, but quite the opposite if it’s not. PART A13 'Patching and Filling' of the Floor Covering Reference Manual goes a step further by describing the work required and assigning its responsibility to the right party. Demolition risks encountering contaminants such as asbestos, the removal of which must be done safely and legally. This can add significantly to demolition costs. For example, Vinyl Asbestos Tile was known for its durability, dimensional stability and heat resistance as evidenced by the amount still found in older buildings (generally pre 1980’s product is assumed to contain asbestos). Unless absolutely positive that material in question is a non-asbestos product, assume it is present. Leaving suspect tiles/products in place, undisturbed is generally a safe and acceptable option. For removal, recommended work practices prohibit sanding, dry scraping, bead-blasting, or mechanically pulverizing suspect material such as old sheet vinyl, resilient VC Tile, backing, lining felt or cutback asphaltic (black out) adhesive. You can't manage what you don't monitor. The nature of fast-track construction, combined with installing complex floor covering systems during late-stage construction, is a major challenge that tests even the best collaborative efforts. There’s much more to consider than just the final product. Flooring systems can involve the work of multiple trade contractors and a variety of products and procedures. Demolition, contaminant removal, surface preparation, moisture barriers, primers, levellers and adhesives need to work together. If not carefully managed, the race to the deadline often results in missing, ignoring or short-cutting critical aspects of the work, leaving the building owner with a floor covering product that underperforms and/or fails altogether. Inadequate or no moisture testing is a major cause of floor covering failure that costs millions of dollars in delays, repairs and holdbacks. It’s one thing to specify a testing standard, it’s another to assign the correct party to do the testing. This in part is what the Floor Covering Reference Manual of Canada does when included in the specifications. Concrete slab moisture testing for example, is not included in the scope of work for the trade of Floor Covering Installer. Correct procedure is for a third-party testing agency contracted and paid for by the building owner or construction manager to perform the tests. The results are then shared with the construction team.
